Job Description

Job Purpose & Scope Responsible for overseeing the operational risk, model and data risk, internal audit, business resilience, contract management and quality assurance functions for Human Resources (HR). Collaborates with internal partners and HR staff to identify, assess, and mitigate risks within HR functions, ensuring compliance with regulations and policies. Serves as data steward for HR. Provides advice on HR risk-related matters and actively participates in risk management, internal audit, business resilience, and contract management efforts. Essential Job Functions + Serves as the HR liaison to coordinate implementation, training, monitoring, documentation, and reporting related to the following programs: + Operational Risk Management: Understands and maintains the inventory of business processes, facilitating and/or conducting risk and control assessment of processes, products, and projects, and identifies and reports operational risk events and losses. + Model Risk Management: Understands and maintains the inventory of models, EUCs (End-User-Computing), and user-developed applications, and assists model owners with documentation and monitoring model performance. + Data Risk Management: Works with the Data Risk Management team to inventory Critical Data Elements (CDEs) relevant to the HR department and helps compile Data Quality rules on HR MIS systems to comply with the Bank's overall Data Risk Management Program policies and standards. + Risk Assessment: Coordinates with the Risk Management organization to help in conducting risk-related discussions of new products, processes and services, participates in implementation status meetings, and understands project management methodologies of the Project Management Office. + Internal Audit: Facilitates internal audits of HR functions by participating in and monitoring audits, gathering requested documentation, and assisting in the preparation of responses for findings. + Business Resilience: Participates in the business impact analysis, updating business continuity plans and technology recovery plans, observing, participating in, and/or reviewing results of Business Resilience tests, and supporting crisis management activities as needed. + Third-Party Risk Management (TPRM), Vendor Management Office (VMO), Legal: Serves as the primary HR vendor contact, onboards new HR vendors, assists with TPRM risk assessments, coordinates HR vendor/product performance assessments, assists with SOC reporting, and responds to TPRM and VMO requests for information and tasks. + Collaborates with internal partners and HR staff to ensure HR processes and procedures meet organizational standards, legal compliance, and best practices; develops and implements QA measures, monitors/audits HR processes, and identifies areas for improvement to enhance efficiency and effectiveness. + As data steward, partners with HR staff to assist in establishing and enforcing data risk management policies, monitoring data quality, and managing access to data to mitigate risks. + Tracks, validates, and ensures timely completion and reporting of HR corrective action(s) identified by corporate risk management monitoring activities, Internal Audit, ORM, and Business Resilience. + Coordinates creation and maintenance of key and non-key procedures and process flows, indicating controls that mitigate risks. + Participates in the maintenance of HR Risk Control Self-Assessment (RCSA), refreshing at least annually or as business needs and changes warrant. + Conducts control design effectiveness assessments. + Develops and maintains test program to conduct control (or sample thereof) at least quarterly to reassess risk and report results of testing issues identified, changes in risk ratings, etc. to management. + Coordinates related training and awareness activities for Human Resources. + Provides Human Resources leadership with operational risk data for consideration in decision making. + Manages the testing schedule to ensure all tasks and documentation are completed within established time frames. + May lead and manage other staff. + Regularly exercises discretion and judgment in the performance of essential job functions. + Maintains good punctuality and attendance to + Follows Bank policy, procedures, and guidelines. Knowledge, Skills & Abilities + Knowledge of the Bank's operational risk, model and data risk, third-party risk, internal audit, and business resilience functions + Knowledge of legal, audit, regulatory, and compliance risks relevant to Human Resources + Knowledge of Human Resources policies, processes, procedures, controls, and technology + Working knowledge of various Human Resources functions (e.g., HRIS, payroll, recruiting, benefits, leaves) + Ability to act with independence when competing and divergent interests exist + Ability to communicate effectively both verbally and in writing + Ability to build rapport and maintain effective work relationships across various levels and functions within the organization + Ability to demonstrate analytical, critical thinking, and problem-solving skills + Ability to manage multiple tasks and work effectively in a fast-paced environment with exacting deadlines + Ability to demonstrate flexibility and adaptability to the changing needs and priorities of the business + Ability to demonstrate effective prioritization and organizational skills + Ability to plan and manage projects, coordinating across functional initiatives + Ability to work effectively both independently and as part of a team + Ability to maintain attention to detail accuracy in work product + Ability to maintain confidentiality and demonstrate integrity + Ability to manage, lead, and mentor teams effectively + Skill in using computer and Microsoft Office products, including Word, Outlook, PowerPoint and Excel Basic Qualifications + Bachelor's degree or commensurate work experience required + 6+ years of work experience in a senior-level human resources generalist role required, preferably in a banking environment + 2+ years of work experience participating in and/or conducting risk assessments, or 2+ years of work experience interacting with other risk and compliance programs within the area of specialization, preferred Job Expectations Job Expectations: O perate customary equipment and technology used in a business environment, with or without accommodation.
