Role: NG911 Security Engineer

Job Description Security Engineer (NG911 Program)

Candidates without these qualifications will not be considered.

• 12+ years of Security Engineering experience
• Strong background in network security and project management
• Proven project leadership capability
• HIPAA compliance experience (highly desirable)
• Bachelor's degree in Computer Science, IT, or related field
• Proficient with NIST and MITRE security frameworks
• Experience with security troubleshooting tools (e.g., Wireshark , NetBrain , ExtraHop , NetWitness )
• Strong Identity and Access Management (IAM) background
• DNS configuration experience
• Skilled in performing security risk assessments
• Knowledge of VPN technologies and resilient/high availability designs
• Experience with IPS/IDS (as hardware or firewall features)
• Ability to report using KRI and KPI
• Hands-on experience with Next-Gen Firewalls (Palo Alto, Fortinet, Forcepoint, etc.)
• Ability to coordinate with vendors, carriers, and technical groups for control implementation and troubleshooting.

Desirable Skills & Experience

• Understanding of SIP security design for Voice/Video/Data
• Familiarity with firewall policy and application security
• Experience auditing/assessing network and application security designs

Scope of Services

• Participate in the implementation of security controls in a Public Safety ESINET and NENA-compliant NG911 system.
• Ensure security controls are robust across all Public Safety Answering Points (PSAPs).
• Develop security configurations and establish best practices.
• Review vendor designs for compliance with City of New York's security standards and governance.
• Provide expertise in integration and engineering of security platforms.
• Manage test cases and identify risks in system integrations.
• Work with vendors to integrate security into public safety infrastructure.
• Architect and implement advanced security controls.
• Assess Active Directory roles/policies and configure IDS/IPS and DNS security policies.
• Troubleshoot Level 3 security issues and audit firewall policies.
• Lead the resolution of security incidents.
