The Arkansas Department of Parks, Heritage and Tourism has three major divisions: Arkansas State Parks, Arkansas Heritage and Arkansas Tourism. Arkansas State Parks manages 52 state parks and promotes Arkansas as a tourist destination for people around the country. Arkansas Heritage preserves and promotes Arkansas’s natural and cultural history and heritage through four historic museums and four cultural preservation agencies. Arkansas Tourism improves the state’s economy by generating travel and enhancing the image of the state. Position Information Class Code: B071C Grade: GS07 FLSA Status: EXEMPT Salary Range: $40,340.00 - $64,343.00SummaryThe Park Superintendent II is responsible for overseeing specified operations of a small to medium-sized state park or overseeing the operation and facilities of specific portions of a large park. This position is governed by state and federal laws and agency/institution policy.Functions Supervises a small staff of regular and seasonal, professional, technical, administrative support, and service workers by interviewing, recommending for hire, training, assigning and reviewing work, and evaluating the performance of incumbents. Oversees the operation of the facilities of a small park or a specific portion of a large park such as a boat rental facility, visitor information center, snack bar or other park facility. Prepares and manages a park budget; monitors daily expenditures and the scheduling of work hours for regular and extra help employees to prevent overspending. Participates as part of a planning team to develop or expand programs and facilities, alter procedures, determine revenue sources and cost containment, and monitor operations, facilities, and programs to ensure that goals are met. Develops operating plans and schedules for year-round operations including preventative and routine maintenance schedules, construction projects, and special events, and estimates materials, manpower, equipment, time, revenue and costs required to support operations. Assist the Emergency Services section on schedules and job assignments for law enforcement. Participates in or leads search and rescue teams to rescue climbers, stranded boaters or lost visitors and administers emergency first aid to accident or illness victims. Compiles, prepares, or oversees the preparation and maintenance of records and reports which may include financial records and reports, incident/accident reports, purchase requisitions/reports and a variety of other reports as required. Interprets and monitors the maintenance or development of natural, cultural and historic research sites to prevent disturbance of unique or endangered flora, fauna, and cultural remains. Makes public presentations regarding park facilities, operations, or special events to civic organizations, schools, and others to promote Arkansas State Parks. This park is an 84.5-mile rail-to-trail conversion through some of the most scenic and remote sections of the Mississippi River Delta. Trail construction is expected to be complete by 2026. The Park Superintendent is responsible for directing all daily maintenance and operations, assisting with construction management, and creating community connections. Duties include staff supervision, fiscal management, emergency response, overseeing a growing interpretive program, and ensuring proper implementation of department policies and procedures. Because this park covers a large geographical area (a 2-hour drive from one end to the other), this position is highly active and will be expected to traverse sections of the trail by vehicle, side-by-side, bicycle, or on foot daily.
