This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007.

Qualifications/Requirements

In this position you will provide technical guidance to the A25 Division Chief and A25S Branch Chief within Headquarters, Air Combat Command. A25's mission is to provide modernized enterprise solutions through systems, tools, and data to win today and tomorrow’s wars. A25's vision is to deliver transformative Intelligence, Surveillance and Reconnaissance capabilities. The incumbent will be expected to serve as lead project manager for a broad portfolio of long-term projects, requiring proactive engagement across the staff, with higher headquarters and subordinate elements, and across the Intelligence Community and Inter-agency. Projects include day-to-day technical oversight, coordination, fielding, and requirements management of Unit-Level Intelligence (ULI) capability and tools. The incumbent will serve as IT Project Manager providing technical guidance, requirements management support (both technical and functional), advisory support and assistance on projects and/or major phases on contract activities and to functional users and represent the organization on assigned programs/projects at various organizations including DoD, COCOM, AF, MAJCOM, host base and subordinate units/sites.

The incumbent must be a self-starter, well-versed in Air Force, IC, DoD policies, regulations, and processes, and able to routinely communicate with O-6 and GO level audiences and convey complex ideas to disparate audiences with varying levels of foundational understanding.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Knowledge of a wide range of IT principles, methods, advancements, policy and planning, systems analysis concepts and techniques, new and emerging information technologies, security methods and principles, design, development, testing and applications to include hardware and software.
  • Knowledge of the full range of Development, Security, Operations principles and techniques at the Air Force and/or MAJCOM level.
  • Knowledge of Agency, Air Force, DoD and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s).
  • Knowledge of the mission, roles, functions, organizational structures, and operation of DoD and Air Force organizations to provide command level staff guidance on various management programs and issues.
  • Knowledge of safety and security regulations, practices, and procedures. Ability to apply laws, executive orders, regulations, policies, and concepts pertaining to military and civilian personnel programs.
  • Knowledge of a wide range of cost and economic analyses principles, techniques, and practices, especially activity-based costing and management of operations and support functions.
