Job Description

LOCATION: On-site, full-time, M-F

SUMMARY: Responsible for the Association's procurement of goods and services necessary to support the goals, objectives and work of the Association while ensuring Association resources are protected and maximized. Develops purchasing strategies, performs fleet and contract management, and maintains purchasing compliance and supplier relationships. Ensures the Association follows the Purchasing Policy as set forth by the Board of Directors.

ESSENTIAL RESPONSIBILITIES:
- Develop and implement purchasing strategies that align with the Association's overall goals, ensuring cost effectiveness, quality and timely delivery.
- Lead, mentor and develop a team of purchasing professionals, setting performance goals, providing feedback and fostering a collaborative environment. Provide coaching and technical information to ensure staff provide high quality results and services to all stakeholders.
- Build and maintain strong relationships with key suppliers and ensure compliance with quality standards and delivery standards. Identify and on-board new vendors.
- Identify and pursue opportunities to reduce cost and negotiate favorable terms.
- Review and improve procurement processes to enhance efficiency, reduce risks and ensure compliance.
- Monitor market trends, analyze supplier performance to ensure optimal purchasing decisions.
- Responsible for the management of the NRA fleet. Works closely with appropriate NRA Divisions on all vehicle needs and works with the leasing vendor to manage vehicle inventory, assignment, licensing and vehicle disposal. Communicate with drivers regarding vehicle upkeep and insurance questions. Manage the vehicle insurance renewal process in conjunction with the Treasurer's Office and distribute insurance cards. Track vehicle insurance claims.
- Responsible for the management of magazine paper supply needs. Work closely with paper merchant and NRA Media division to monitor and analyze paper pricing, availability and delivery trends for magazine production. Monitor press dates, page counts and any cover wrap or other needs that may arise from the advertisers. Participate in monthly calls with paper merchant to discuss market trends, strategies and place orders.
- Responsible for administration of the contract process to include appropriate routing for approvals, maintaining contract records and performing notifications for renewals.
- Develops and recommends departmental budget, advises management on performance and budget variances and significant changes in conditions.
- Designs and implements departmental systems and procedures and directs the resources of the department to maximize work flow and productivity and establishes departmental priorities.
- Works closely with Compliance and General Counsel regarding regulations and legal requirements directly related to Purchasing Monitors market forces/influences and build contingency plans to meet Association needs.

SCOPE:
High visibility with NRA Staff, Executives and outside vendors. Works closely with the NRA Financial Services division. Must effectively present information and respond to questions from groups of managers, employees and the general public.

EDUCATION, EXPERIENCE, SKILLS, ABILITIES:
Bachelor's degree from a four-year college or university preferred. A minimum of 10 years' purchasing or related experience preferred. Non-profit experience desirable. Demonstrated effective leadership and communication skills. Thorough knowledge of procurement processes. Needs to possess strong organizational and analytical abilities as well as strong interpersonal and supervisory skills. Ability to write reports, business correspondence and procedure manual. Ability to work under pressure and meet deadlines. Ability to build strong vendor relationships necessary to maximize terms favorable to the Association. Strong, ethical negotiation skills.
