Duties

ESSENTIAL FUNCTIONS:
  • Identifies, isolates, and secures crime scene for the protection of evidence.
  • Photographs, diagrams, and documents crime scenes and all potential evidence.
  • Reserves, collects, and records all evidence, i.e., impressions, trace, DNA, firearms, and digital evidence.
  • Ensures all evidence and property is properly handled: packages, transports, books, and stores in the property room, in a manner secured from theft, loss, or contamination, and can be located in a timely manner. (Additionally, receives evidence through intake lockers and sorts and properly assigns it to protective storage.)
  • Trains and assists Police Officers in evidence booking procedures.
  • Handles the collection process; transfers information from paperwork to computer files
  • Processes digital evidence requests: manages digital evidence databases, completes expungement requests, and verifies the accuracy of all recorded information.
  • Upon case clearance, determines appropriate and lawful disposition of property: sorts items listed for destruction and ensures items are destroyed, documentation is completed, and computer records are updated in accordance with federal, state, and local criminal and civil laws, codes, and regulations.
  • Releases property to officers, property owners, the courts, other city departments, forensic laboratories, or other agencies: releases property for sale at public auctions and maintains an accurate accounting of all property transfers and releases.
  • Manages the departments drug takeback program.
  • Conducts periodic inventories or audits of property room: maintains evidence room in a condition that is prepared for outside inventory or audit at all times; matches stolen and lost property with property inventory.
  • Prepares detailed reports explaining findings and investigation methods
  • Testifies about findings and methods in court as necessary or subpoenaed.
  • Responds to inquiries from the public and others regarding evidence, and facilitates property release appointments
  • Prepares and sends property disposition letters to the public on all property listed to be released.
  • Participates in citywide and department events, and conducts presentations for special groups.
  • Maintains organization of evidence room.
  • This position is required to be on call, responding to call outs, outside of the regular schedule as needed.
  • Performs other related duties as assigned.

Requirements

MINIMUM QUALIFICATIONS:
  • Education – High school diploma or G.E.D. Bachelor degree in forensics, criminology or related field preferred.
  • Experience – Two years crime scene processing or related experience. Municipal experience and working with law enforcement preferred.
  • Licenses and Certifications –
    • Valid Utah Driver License.
    • BCI certification or obtain upon date of hire.
Knowledge of –
  • Evidence laws and procedures and police report forms
  • Computers and applicable software programs
Skilled with –
  • Providing customer service and answer customer or public inquires
  • Independent judgment and tact needed to determine who is authorized to receive evidence
Ability to –
  • Obtain information from individuals, residents, etc. for follow-up
  • Obtain additional certifications as needed
  • Be on-call and respond to crime scenes or accident scenes with an understanding that crimes scenes expose people to unpleasant and graphic situations
  • Work independently and establish work or project priorities
  • Communicate effectively with the public under potentially adverse circumstances
  • Work well with supervisors, co-workers, and the public
  • Follow city policies, evidence handling policies and legal guidelines which could result in a considerable amount of liability to the city if evidence is mishandled
WORKING CONDITIONS AND PHYSICAL DEMANDS:
  • Position requires working in office and outdoors. Typical office setting with comfortable climate controls Outdoor performance of duties may require working in varied weather conditions such as extreme cold or hot conditions. Tasks require a variety of physical activities such as walking, standing, stooping, bending, sitting, reaching, talking, hearing and seeing, gripping, climb or balance, stoop, bend, kneel, crouch, or crawl. Common eye, hand, finger dexterity required for most essential functions. Mental application utilizes memory for details, verbal instructions, emotional stability and discriminating thinking and creative problem solving. Considerable exposure to stressful situations. Occasionally lifts or otherwise moves objects weighing up to 25 pounds. Must drive a motor vehicle. (Position will be required to use a vehicle to drive to addresses and locations throughout Draper City).
